Planning timeline Update

Residents will have received a letter this week from Lambeth Planning Department regarding a extension of the consultation on the planning application. This is because as a part of the Planning Departments normal process they requested additional information on the viability appraisal. This is an additional information was submitted on Friday 16th February.  This document sets out a series of assumptions in order to demonstrate how much affordable housing can be afforded by the scheme based on current information. We understand that some of this information will be new to residents and a discussion on this will be included on the agenda for the REP meeting on the 21st March.

St James’ application will go to planning committee on the 27th February, for the agenda and more information click here.

The Lambeth Outline application will go to planning committee no earlier than mid March.

Lambeth Update 

Homes for Lambeth (HfL) business plan was approved by Lambeth's Cabinet on the 29th January and this means that HfL can start commissioning and doing things in it's own right.

We are in the process of contacting the REP and the TRA to appoint an Independent Advisor for Westbury Estate. This is the role that is currently delivered by Newman Francis and this will be an opportunity for residents to chose beween four companies, one of which is Newman Francis. 

The HfL tenancies and leases were also approved by cabinet. These can be viewed online at estateregeneration.lambeth.gov.uk/tenancy and estateregeneration.lambeth.gov.uk/lease or as hardcopies at No.7 Fovant Court. 

HfL Ownership and Steward Panel:

We are now inviting applications for the Tenant Member of the Panel and for two Alternate Tenant Members who will deputise for the Tenant Member if he or she is unable to attend a Panel meeting or event.

The appointments will be for an initial two year period and will be drawn from tenants living on the leading Regeneration Estates: Knights Walk, South Lambeth Estate & Westbury Estate. The post is unpaid but reasonable expenses will be met. Training and support will be available from appointment and throughout the term of office. The deadline for applications is the 1st March 2018.

Phase 1 Update 

As you will be aware Phase 1, which will be delivered by St James, consists of two buildings, Block E containing 40 new homes and Block C2 containing 24 new homes. In addition to these buildings St James will be intsalling some play provision on the mounds in front of Durrington Tower and improving the public realm around their sites.

Subject to planning approval St James hope to start work on site in Summer 2018. This phase of construction is anticipated to take two years. 

Construction Management 

We know that residents want to talk about the construction management process and have already voiced concerns about people who work nights and will be disturbed by the noise; rodents disturbed through the construction; dust; and vehicle movements. At January’s REP meeting St James set out how they intend to manage the construction of Phase 1 to minimise disruption to residents but if you have any specific questions then drop by No. 7 & talk to one of the team.

Westbury Estate Skill Swap

You might have seen us popping up around Westbury Estate earlier this month having conversations with residents and neighbours from the area about what their skills, interests and passions are, and whether they would want to take part or run a session relating to these at No.7 Fovant Court. This month, in relation to the Commercial Space in Block E, we have been talking about what activities people might want to see happening on the estate. We began in February with a wonderful introduction to card making run by a Westbury resident and you can see more sessions coming up on the timetable on the back page.

Your independent advisors

We’re happy to still be supporting Westbury residents on a month by month basis. The regeneration is now becoming more “real” for residents. As the planning decision gets nearer residents are beginning to ask more questions about how the regeneration will impact on their lives and families.

During February we undertook outreach in Durrington and Amesbury Towers, met quite a few of you and were able to show you the proposals for Phase 1 of the regeneration. We’ve asked the Council to consider the needs of residents in the Towers when developing the Local Lettings Plan for the new development.

In February we held a review meeting and asked residents from the Resident Engagement Panel about their experiences of the regeneration so far, how the Council has worked and communicated with you as well as the support that residents will need over the next few years and how this can be best put in place. We also received calls from some leaseholders asking for support and advice about selling their homes to the Council.
