St James Phase 1 proposals: Decision made to grant full planning permission
On the 27th February Lambeth’s Planning Application Committee resolved to grant full planning permission, subject to the signing of a legal agreement, for 64 new Council Rent Homes on Westbury Estate across two sites; Block E, by the bus stop in front of Durrington Tower, and block C2 where the existing garages are.
Westbury Masterplan: Decision made to grant outline planning permission
As we reported last month Lambeth’s Planning Application Committee resolved to grant outline planning permission, subject to signing a legal agreement, for the wider masterplan for the Westbury Estate. The outline planning application sets out the maximum number of new homes, the height of new buildings and their position in relation to surrounding buildings. There will be further applications before anything is built called Reserved Matters applications. These are used to agree the material, flat plans, landscaping and parking etc.
An Equalities Impact Assessment report was published last month following the survey work carried out by Ottaway in September 2016.
Approved by Lambeth’s Equalities Board, there is a specific report and action plan for each Lambeth Estate, and this report applies to everyone affected by the development on Westbury Estate.
A key output of this report is an Action Plan which will be a living document, regularly reviewed and which the Council will build in to future decisions.

Site Preparation - Tree Removal
A number of trees have been identified to be removed from Westbury Estate in preparation of the construction of Phase 1. All attempts have been made to keep the removal of trees to a minimum. These works were programmed to happen this week or next week.
Make:good's Role from May 2018
As some of you may already know, from May 2018 Catherine and the make:good team will be focusing more on weekly activities at No.7 and conversations about the new commercial space, programming of events and exploring skills, interests and services in the local area.
As part of this, Lambeth will be taking over the administration of the monthly REP Meetings and will be leading on communications, including the newsletter content and emails to residents and neighbours.
Please note this will mean that the [email protected] email address will stop working from the 1st May 2018 and future email communications will be from Andre Gordon from [email protected]
What will be happening over the coming months?
Works are continuing on the design of the Phase 1 buildings including the planning of on-site works and logistics. In the coming months ahead of formal start-on-site, the following works and site investigations will take place in various locations spaced across sites 1 and 2 and the nearby pavements:
- Ground investigation to determine below ground conditions which may affect the foundations;
- Archaeological investigations;
- Sewer CCTV survey manhole inspections;
- Slit trenches / trial holes to determine exact location of below ground services
- Structural survey of existing garage structures
When will the works start for Phase 1 (Blocks E & C2)
The site hoarding is currently planned to go up in either July or August
Who do we contact to ask questions about Phase 1?
All concerns in relation to Phase 1 should be addressed to Lambeth for the time being. When St James start on site, appropriate emergency contact details will be provided for any issues relating to site safety.
What Happens Next and Timeline
April 2018: St James to prepare to start works
July 2018: St James start construction Phase 1 (Block C2 & E)
Autumn 2018: Lambeth start talking to residents about the reserved matters applications for the overall masterplan
Autumn 2018: Residents discuss Lambeth’s Interior Specification
Summer 2019: Phase 1 completes and residents start moving in
Summer 2019: Additional phases start on site

Now that the plans for the Westbury Estate have been approved, the pace of the regeneration will increase and it’s even more important that residents receive the support they need, and that the Council ensures that everything goes as smoothly as possible. During May and June, we will be back on the estate talking to residents. We are asking the Council to talk to residents about the tenure mix in the new development and explain issues around viability in a way that everyone can easily understand, in particular information about the possible sale of homes in future phases. We are also giving advice to some leaseholders who are currently talking to the Council about selling their homes.
